Kel Fox Trail to Close due to Construction

Attached is a closure order for the Kel Fox Trail and surrounding area. This closure is to prevent anyone from being in an unsafe area during heavy equipment and helicopter operations. While the closure is set to expire at the end of the year, it will be extended or rescinded early depending on how quickly parts of the project that pose a public safety hazard are completed.

Breaking News

AZ Water customers in the VOC will see that they now have a new account number.  This is due to AZ Water separating VOC customers from City of Sedona customers as each area now has a different rate.  VOC customers do not pay the extra increase that City of Sedona customers do.  Your AZ Water account will show both account numbers but all bills moving forward will be on the new account number.  Check your online AZ Water account or contact them if you have any issues with their bill pay system.


REMINDER:  Big Park Water – Public Notice
Big Park Water Company and its subsidiary Little Park Water Company have requested permission to consolidate and also to increase their rates.  There will be a public hearing by the Arizona Corporation Commission October 27, 2025, at 10am at the Commission’s offices 1200 West Washington Street, Phoenix, AZ.

MEETING SUMMARY
BIG PARK REGIONAL COORDINATING COUNCIL
via ZOOM – Oct 9, 2025

  • Steve Brazell of the Yavapai County Sheriff’s Office reported on Yavapai County’s adoption of Smart911 (also known as RAVE) as the new emergency management system.  This system will replace Everbridge and will go into effect October 13.  Citizens are required to re-register with this system (www.smart911.com or text alertYAVAPAI to 78015 and follow links; do click on link when asked).  The reason for this change is because many agencies use this platform, the state of Arizona is supporting the program (funding), and it allows more detailed input.  Steve noted that the Genasys Protect platform (“know your zone”) is still in effect (protect.genasys.com).
  • Tom Swaninger of the Sedona Oak Creek Unified School District reported that Land Advisors Organization (LAO) was selected as the broker for the sale of the Big Park Community School property.  Six proposals were received, and an internal selection committee of six persons evaluated the proposals.  LAO received the high score of 188.5/200 in the evaluation process.
Business Meeting:
  1. Roll Call: By Secretary Bridget Bero at 9:17am.  Fifteen members were present and the requirement for a quorum was met.
  2. Agenda – Susan Barber asked if there were any changes to the Agenda; there were none. Lisa Holly made a motion to approve; Carolyn Fisher seconded. The agenda was approved at 9:22am with none opposed.
  3. President’s Report: Susan Barber reported that she sent a formal request to Yavapai County Code Update Group to include noise standards in the upcoming revised code.  The request was acknowledged by the YC Planning department.
  4. Secretary’s Report:  Bridget Bero called for changes to the Draft September BPC Meeting Minutes; there were none. David Dysert made a motion to approve; Carolyn Fisher seconded. The minutes were approved at 9:23am with none opposed. Changes to Reps/Alternates:
    • Preston Richardson is a new alternate for Pine Creek 2, replacing Erin Puckett and Lynn Fornuff.
    • Zach Hilgemann is a new alternate for Pine Valley Neighbors, replacing Camille Cox.
  5. Treasurer’s Report:  Lisa Holly reported that last months finances consisted of no receipts; expenses consisted of the monthly email fee and the annual ZOOM fee that totaled $331.  She presented the Proposed 2026 Budget; the budget reflected the current budget plus 10% for most expense lines.  A total balanced budget of $3680 is proposed.  The Council will vote on this budget at the November meeting.
  6. Unfinished Business: None.
  7. New Business:
    • Carolyn Fisher, Chair of the Nominating Committee reported that no nominations for President have been made and encouraged members to seek out nominees.  Nominees for the offices of Vice President, Recording Secretary and Treasurer are the current officers.  The election of officers will be on the November agenda.  Mary Pope will remain as the Corresponding Secretary.
    • Carolyn Fisher reported that BPC will draft a letter to Land Advisors Organization, introducing the BPC and informing them of community interest in the sale of the Big Park Community School property, as well as the importance of the Community Library Sedona – VOC that is currently located within the property.
  8. Committee & Liaison Reports
    1. Planning & Zoning: Dave Norton reported that the Yavapai County Planning and Zoning Commission approved the Hilton Wedding venue request with six stipulations that include noise, lighting and parking issues.  The request will be heard by the Board of Supervisors on October 15.  Dave reported that Hilton management is open to revising their lighting at the facility.
    2. Verde Valley Transportation Planning Organization: Jeff Swan reported that there is an online survey regarding the Verde Valley Transportation Plan; however, it is due October 10.  There will be a public meeting at the Community Library – Sedona on October 10.  Jeff also attended the last Board meeting and requested that attention be given to the I-17/Hwy 179 interchange.
  9. Announcements
    • Dave Norton reported that the Cortez roundabout art (dreamcatcher) will be installed by the end of the year.  The Verde Valley School Road roundabout has received ADOT approval and will be installed in April.
 The business meeting was adjourned at 9:43am.
