MEETING SUMMARY
BIG PARK REGIONAL COORDINATING COUNCIL
via ZOOM – July 10, 2025 at 9am

Big Park Council President Susan Barber began the meeting at 9:00am.  Susan welcomed Kevin Warren of Verde Valley School and other guests.

Guest Speakers: None

Business Meeting:

  1. Call to Order: 9:02am by President Susan Barber.
  2. Roll Call: By Secretary Bridget Bero at 9:02am; 16 members present, the requirement for a quorum was met.
  3. Agenda: Susan Barber asked if there were any changes to the Agenda; there were none.  Carolyn Fisher made a motion to approve; Bob Marriott seconded.  The Agenda was approved with none opposing at 9:04am.
  4. President’s Report:
    1. Supervisor Check is coordinating an Intergovernmental Fire Risk Mitigation meeting, similar to City of Sedona’s earlier meeting.  Speakers will include Sedona Fire Chief, the County, the Forest Service and others.  The location is likely the Big Park Community School from 4-6pm; the date is to be determined.  BPC will distribute meeting details as they are available.
    2. The Community News email includes a link to the Verde Valley Regional Economic Organization’s Survey. The results will inform the recommendations made to Yavapai County and local government officials.  Council members are encouraged to participate.  The survey will be open until July 15.
  5. Secretary’s Report: Bridget Bero
    1. Bridget Bero called for changes to the Draft JUN BPC Meeting Minutes; there were none.  Dave Dysert made a motion to approve; Bob Marriott seconded.  The Minutes were approved with none opposing at 9:07am.
    2. Changes in Reps/Alternates: Kevin Warren is the new Verde Valley School representative.
  6. Treasurer’s Report – Lisa Holly reported last month’s expenses consisted of website annual service fee, ACC filing fee, and the monthly email platform = $171.67 as expected.
  7. Unfinished Business: None.
  8. New Business: None.
  9. Committee & Liaison Reports
    1. Planning & Zoning Committee:
      1. Dave Norton reported that the Hilton Resort has repaved the parking lot, adding power outlets, lighted steps, and has no parking lot lights over NE corner (which is the view corner).
      2. Dave Norton reported that the Hilton Resort wedding venue permit will go before the Board of Supervisors in September.  It is understood that the County will do a review of all property permits for compliance at that time.
    2. Verde Valley Transportation Planning Organization (VVTPO): Liaison Jeff Swan reported that Jeremy Degeyter is the new ADOT district administrator.  Jeff will invite Jeremy to visit a BPC meeting in the future.  Jeff noted that our representative on the State Transportation Board, Sam Elters, now works for Mohave County.  The next State Transportation Board meeting is 9am on July 18th in Flagstaff.  Discussion followed that BPC should attend the meeting and keep the I-17 Exit 298 work on their agenda.  Jeff will send an email out to encourage others to attend the July ADOT meeting.
    3. Dark Sky Committee:   Dave Norton reported that the new Yavapai County outdoor lighting ordinance will take effect July 18.  One highlight is that outdoor lighting is limited to 2700 Kelvin as opposed to the original 3000K.  In response to a question, Dave confirmed that no light can trespass off property.  Dave also noted that Flag Bank at The Collective has turned off its bright light at night; it is not known if that was voluntary or part of an enforcement action.
  10. Announcements: None.

The business meeting was adjourned at 9:32am.

The Council then reconvened in Executive Session with only Representatives and Alternate Representatives present.
