MEETING SUMMARY
BIG PARK REGIONAL COORDINATING COUNCIL
Meeting in person (Sedona Library @ VOC) and via ZOOM
June 11, 2026 at 9am
Steve Brazell, of the YCSO Public Affairs Office, was the speaker, and spoke on two topics:
1. Emergency Notification: He noted that ten wildfires occurred in the county in the past week, the most serious being a quick moving one in Rimrock (5 acres) that required evacuation, as an example. Wildfires can be caused by welding, burning of weeds, unextinguished campfires, hot vehicles parked on dry grass, and trailers dragging chains, among other human causes. Coupled with the hot, dry and windy conditions, residents need to be aware of the need to sign up for emergency notices from the County in such instances. There are two things to sign up for; both have downloadable mobile apps:
• Smart911.com: This is the emergency notification system. Go to this website, create an account, indicate how you want to be notified (email, text, etc), and add your contact and other information. This information is available to first responders. You can also follow links from the County’s webpage (ycsoaz.gov) to sign up.
• Protect.genasys.com: This service provides details on what “zone” you are located in; it covers the County but does not cover residents within the city limits of Sedona. Neighborhoods in the County are divided into zones; this service identifies you regarding ready/set/go status for your zone if a fire is nearby.
2. Vacation Watch Program: YCSO has patrol volunteers who will check on your home when you are on vacation; the service is only available to county residents (eg, it does not apply to STR’s). Contact Michael at the VOC Substation (928-649-6408) or Molly at the East Area Command Office (928-554-8569) to schedule or with any questions. Please call at least a few days in advance of your trip.
Business Meeting: President Joe Skidmore called the meeting to order at 9:14am.
1. Roll Call: By Recording Secretary Bridget Bero at 9:14am. Nine members were present in person; six were present via ZOOM. The requirement for a quorum was met
2. Agenda: Paul Sullivan motioned to approve the agenda; Mary Pope seconded. The agenda was approved at 9:17am with none opposed.
3. President’s Report:
a. President Joe Skidmore attended the ADOT meeting in Cameron w/ Dave Norton and Jeff Swan. He spoke regarding the 5-Year Construction Plan and the BPC’s concern regarding the I-17/SR179 interchange. They also presented a paper documenting BPC research into issues with the interchange. Joe will follow up by checking the ADOT website on the 5yr plan.
b. APS Wildfire Mitigation Plan comments to the State Forester: BPC submitted comments/suggestions on the APS Plan, which was approved as submitted. The State Forester had questions that were submitted in writing to APS who responded. In speaking with the State Forester, Joe learned that we must submit a FOIA request in order to obtain the documented comments and questions from all commenters and APS responses. The Plan will be reviewed/updated every 2 yrs; BPC will be sure to provide additional comments when that comment period opens.
c. Joe spoke with Supervisor Nikki Check and discussed feedback received regarding property insurance issues, the Big Park School sale (still waiting on contract). Nikki will attend and present at the September BPC meeting.
d. Joe noted that residents should know how to open a garage door in the event of electricity being out (there is a pull cord, and some newer openers have a battery backup). Garage doors are very heavy and if your door does not have battery backup and you are unable to open it yourself, be sure you have someone who can help you.
e. Joe sent condolences on the part of the BPC to CNF’s Alex Schlueter for a recent loss in the family.
4.Secretary’s Report:
a. Recording Secretary Bridget Bero called for changes to the Draft April and May BPC Meeting Minutes; there were none. Paul Sullivan motioned to approve both the April and May Draft Meeting Minutes; Mary Pope seconded. They were approved at 9:25am with none opposed.
b. Changes in Reps/Alternates: Mary Morris has been added as an Alternate for Lee Mountain Rd West.
5. Treasurer’s Report: Treasurer Lisa Holly reported that May income was $160 (from dues) and that May expenses were $51 (email service and insurance). All members’ dues are paid. The current useable balance is $8588.
6. Unfinished Business: None.
7. New Business: Ty DeJong, the Cathedral Rock Ranch Representative has agreed to serve as the new Vice President. Ty introduced himself, stating he has been involved in the Village since 2014, and is now living here full time with his wife Carol. He is from the valley and has two grown sons. After a call for additional nominations, hearing none – His nomination was accepted by unanimous vote of the council.
8. Committee & Liaison Reports
a. USFS – Mary Morris
i. APS has completed the above groundwork on the power line project on the CNF. The next phase is restoration of disturbed areas (boulders to discourage unauthorized vehicle use). The power line is expected to be operational in 2027. APS also installed a pan/tilt/zoom solar powered camera w/ AI to search for wildfires. APS Powerline – Wildfire Detection Camera – Fossil Creek
ii. Fossil Creek is now open seven days a week.
iii. Nationally, the Forest Service has launched a new mobile app, “National Forest & Grasslands” to replace several older ones. This app is a single source for information: one can download maps, save favorites, search for activities, campgrounds, etc.
9. Announcements
a. ADOT will start to repave SR179 from the CNF Ranger Station to Chapel Rd starting June 17. Work will occur at night from 9pm – 6am. State Route 179 pavement project in Village of Oak Creek begins June 17
b. There will be a Sedona sister cities celebration July 1 at Decanter, 5-7pm, celebrating the anniversaries of both the US (250yrs) and Canada (159 yrs) as well as our first year with Canmore, Canada as a sister city.
c. Don Groves recognized and thanked Kevin Warren for his outstanding service as interim head of the Verde Valley School. Kevin will be replaced by Catherine Massar who has been the Associate Director of Student Experiences at the Foxcroft School in Middleburg, VA. She was selected from 69 applicants. She will serve as the new BPC Representative for VVS.
The business meeting was adjourned at 9:44am.
