MEETING SUMMARY
Paul Jeffries, the Senior Vice President of Sales at WECOM Fiber was the speaker. He was accompanied by Adam Winstanley, Senior Manager of Strategic Sales. He provided the following information about WECOM and their current work in Big Park:
- WECOM is an Arizona company; it started in 1956 in Kingman to serve rural customers, providing wireless service to an expanding list of northern Arizona counties. In 2022, the company started expanding fiber internet service in those areas.
- Currently WECOM is installing new infrastructure to provide 1Gbps+ internet service in Big Park. The project has three phases: (1) Microtrenching along major roads to provide a “backbone” for additional connections; this work is expected to be complete by September 4. (2) Microtrenching extensions into neighborhoods. (3) Activations for each subscribing house. Work on roads is being coordinated with the County; WECOM will complete work prior to the County’s planned resurfacing of Big Park roads. WECOM is providing advance notice of the work to affected homes through informational door hangers; during work (boring/microtrenching), WECOM is providing traffic management and will restore disturbed areas. - The benefits of WECOM’s fiber internet service include symmetrical speeds (same speed for downloads and uploads), <5s latency (minimal buffering time), reliability (not affected by weather). Fiber internet is much faster than cable, wireless and DSL. WECOM’s infrastructure can support up to 10Gbps (as technology improves).
- Service is expected to be available in the first quarter of 2027. Service includes a trenched line to the house, a box on the side of the house, and an ONT (optical Network Terminal) device in the house to plug into; homeowners may provide their own router.
- Pricing starts at $75/mo for 500x500Gbps service. Installation is free; there are no required contracts. For part-time residents, there is a seasonal plan (20x20Mbps for $20/mo); suspension of service is free. VOIP is available for $15/mo. Wifi6 is standard, Wifi7 is available.

Business Meeting:
- Roll Call: By Recording Secretary Bridget Bero at 9:32am. Fifteen members were present; the requirement for a quorum was met.
- Agenda: John Wichert motioned to approve the agenda; Dave Norton seconded. The agenda was approved at 9:36am with none opposed.
- President’s Report:
- President Joe Skidmore stated that Supervisor Check will be the speaker at next month’s meeting, and requested members who have questions for her provide them in advance so that she can be prepared to answer them. Questions should be sent to bigparkcouncil.inquiry@gmail.com.
- The Art in the Roundabout project “Village Treasures” has been delayed by ~4-6 weeks.
- Yavapai County’s Citizenserve website has been replaced by OpenGov; County staff are in the process of transferring all files to the new system. The Council will provide instructions on using that site in the near future.
- Joe called for members to reach out to their constituents who would consider volunteering for the Membership Committee; the Executive Board would like to activate this Standing Committee so that we can reach out to additional HOAs, neighborhoods and business associations for membership.
- Joe had no information on the work being done at the APS Substation at Jack’s Canyon Rd.
- Secretary’s Report: Recording Secretary Bridget Bero called for changes to the Draft July BPC Meeting Minutes; there were none. Patti Reski motioned to approve; Mary Beth Bassett seconded. The minutes were approved at 9:39am with none opposed. There were no changes in Reps/Alternates.
- Treasurer’s Report: Treasurer Lisa Holly reported that July income was $0 and that expenses were $238 (general liability insurance, annual PO Box rental, and monthly email service).
- Unfinished Business: None.
- New Business: President Joe Skidmore called for volunteers for the annual Nominating Committee. Although all current officers are willing to extend their terms, the Nominating Committee will formally acknowledge that, and also seek to find interested future officers. No one came forward to volunteer; interested individuals should contact Joe.
- Committee & Liaison Reports
- Dark Sky – Dave Norton
- On 8/12 a Dark Sky celebration at Outbound in Sedona was held; despite the clouds some meteors were seen.
- Complaints regarding Dark Sky Ordinance violations are not being followed up on by the County; this concern will be discussed with Supervisor Check next month.
- VVTPO – Jeff Swan
- The next VVTPO meeting will be at the end of September.
- VVTPO is updating their master plan, and plans to do a review of trails in September; a report is expected mid-October.
- The AZ Transportation Board meets on August 21 in Prescott Valley; the next meeting will be in October in Flagstaff. Discussion ensued regarding in-person attendance at this meeting in order to keep the I17-SR179 interchange issue in the forefront. ADOT is operating under the approved 2026-2031 5-Year Plan.
- The AZ Transportation Board will have a new Chair in January.
- USFS – Joe Skidmore presented information provided by Liaison Mary Morris
- USFS personnel area still monitoring the Pocket Fire; post-fire Burned Area Emergency Response funding is providing fencing, signage and drainage studies. Two large areas remain closed to the public, with limited access to Oak Creek.
- An Acting Deputy District Ranger position is being filled by personnel on a four-month rotation. This position supports District Ranger Alex Schleuter.
- Announcements
- Dave Norton of RRREMD noted that the delay in the Art in the Roundabout is due to detailed metalworking on the piece. He showed a photo of the piece as currently built; it is a beautiful three-dimensional structure. There will be a dedication event when it is installed.
- Tom Binnings of VVREO noted that VVREO has a new Executive Director, Connie Capiotis. VVREO has two efforts regarding broadband now that high speed internet is becoming a reality throughout the Verde Valley. These include:
- A program to support digital equity and to help residents more universally access broadband while protecting themselves from the many internet scams, fraud, and abuses against people, especially seniors.
- Working to insure a competitive market in the Verde Valley among internet providers. This is especially important in the Verde Valley as our major provider, Altice (under the Optimum and previously Suddenlink brands), is in serious financial trouble.
- Lisa Holly, YC Firewise Board, noted that $296,451 of Title 3 funds are available for Firewise Certified Communities for mitigation projects. If interested, send an email to bigparkcouncil.inquiry@gmail.com and Lisa will forward the information. Applications are due August 21.
- Carolyn Fisher noted that Judy Poe, Executive Director of the Community Library Sedona is retiring, and that the Board is seeking a replacement. She also noted that no contract has been signed between the School District and the buyers of the Big Park School property.
The business meeting was adjourned at 10:21am.
