Executive Board
The Big Park Regional Coordinating Council (Big Park Council or BPC) is an Arizona non-profit corporation. The Council of Representatives (Council) serves as the corporation’s Board of Directors. The Council is comprised of Representatives appointed by the corporation’s Member Organizations. Each Member Organization’s Representative has one vote and must be present at a meeting to cast that vote. There is no proxy voting. The Council is the decision maker and approval authority of the corporation.
Each year, the Council elects an Executive Board to handle the day-to-day administration of the corporation and authority is delegated to them to allow this to happen. There are 5 members of the Executive Board. 4 Officers (President, Vice-President, Secretary, Treasurer) and the Immediate Past President.
The 2026 Executive Board is comprised of the following individuals.
Joe Skidmore, President
Joe and his wife Marsee moved to the Village in 2018 after 30 years in the Seattle area. Joe is a Mechanical Engineer with a variety of design experience in undersea, avionic, medical, industrial and consumer devices. He currently works for Electric Torque Machines in Flagstaff. Joe has served as Treasurer for Pinon Woods HOA for the past three years. On Big Park Council, Joe represents Pinon Woods HOA and has served on Audit, Community Plan and Nominating Committees. He currently Co-Chairs the APS Transmission Line Subcommittee. His community service with local government began long ago as a member of the Citizen’s Advisory Committee to the Mountlake Terrace, WA Parks and Recreation Department. During that tenure he alternately filled the role of Secretary, Vice President and President. His proudest achievement was shepherding the establishment of a dog park through a divided City Council. He and Marsee live with three cats and rotating litters of foster kittens.
Pat Robles, Vice President
Pat and her husband Marty Robles moved from Freeport, Maine to the Village in the summer of 2021 after wintering in Green Valley, AZ for many years. Pat worked in executive positions for the National Wildlife Federation in Washington D.C. and for L.L.Bean in Maine. Pat has served on several non-profit boards over the years focusing both on the environment and social services. This is her third term as BPC Vice President.
Bridget Bero, Secretary
Bridget and her husband Charlie moved to Big Park from Flagstaff in August of 2023. Bridget retired in 2025 from NAU after 30 years; and is a Professor Emeritus of environmental engineering in the Department of Civil Engineering, Construction Management and Environmental Engineering. She continues to work with student teams and the Bureau of Land Management assessing risk on public lands and developing remediation strategies due to heavy metal contamination from historical mining practices.
Bridget has been the BPC Secretary since April 2025. She enjoys cycling, hiking, reading, knitting, and her two rescue dogs. Bridget and Charlie have four sons and three grandchildren.
Lisa Holly, Treasurer
Lisa and her husband Rick moved to the Village of Oak Creek from the Phoenix area in 2020 after she retired from American Express. Her career spanned over 38 years starting in Finance and then moved to Software Engineering. They also spend time in Dolores, CO, at their summer home throughout the year. Lisa serves as Treasurer for both the Yavapai Firewise Organization and the La Barranca II HOA and volunteers for the Healing Consciousness Foundation in support of people going through breast cancer journeys. In the rest of her free time, she likes to hike, paddleboard, river raft and spend lots of time with her 3 grandchildren who also live in the Village of Oak Creek.
Susan Barber, Immediate Past President
After successful corporate careers in the Seattle area, Susan and her husband Jerry were in their eighth year sailing the Caribbean when they discovered the Sedona area on a 2018 road trip. They immediately knew they’d found their new home base and purchased their Village of Oak Creek home that same year, living here full-time since March 2020. In addition to serving two years as BPC President, Susan has served four years as her HOA President and held leadership positions with local Civil Air Patrol squadrons. When not managing their small business or engaged in volunteer duties, they enjoy adventure travel by land, sea, and air.
