President Joe Skidmore mentioned that in lieu of BPC’s March standard speaker lineup on Firewise and other community safety issues, there is a more comprehensive event at VOCA on Mar 24 (3pm & 5pm sessions), and encouraged the public to attend.
Camille Cox of the Sedona Village Main Street Partnership spoke about the Art in the Roundabouts project. Paul Butler and Rob Schaefer are new members of their Board. She presented slides showing the Dreamcatcher concept/actual art by Chris Navarro and Village Treasures by Reagan Ward. Dreamcatcher has been approved by ADOT (encroachment permit) and is waiting for installation at the Cortez Roundabout (commencing March 23); work involves demolition of the existing pad, building of a new pad and pedestal, and installation. Completion is expected by the end of April. Fabrication of Village Treasures (at Jack’s Canyon/VVS Rd roundabout) is 50% complete; the ADOT permit is expected soon. During installation, no significant traffic impact is expected. There will be a public dedication after both are completed. The remaining two roundabouts will be addressed in Phase 2, which will start after completion of the current Phase 1. Camille noted that the community raised $210k for Phase 1, and the project is coming in on budget. Donations are already being received for Phase 2.
Business Meeting:
President Joe Skidmore called the meeting to order at 9:14am.
1.Roll Call: By Secretary Bridget Bero at 9:14m. Sixteen members were present (8 in person and 8 via Zoom) and the requirement for a quorum was met.
2.Agenda: Bob Marriott motioned to approve the agenda; Carolyn Fisher seconded. The agenda was approved at 9:17am with none opposed.
3.President’s Report: Joe mentioned that the new USFS liaison will be Mary Morris, replacing Bob Marriott. Joe thanked Bob for his service. He also mentioned that Mary wrote Senator Finchem regarding VOC standing to receive the APS wildfire mitigation plan, since VOC is not an incorporated entity; the Senator’s office acknowledged receipt but has not yet responded.
4.Secretary’s Report: Recording Secretary Bridget Bero called for changes to the Draft February BPC Meeting Minutes; there were none. Pat Robles moved to approve the minutes; Paul Sullivan seconded. The minutes were approved at 9:19am with none opposed. Bridget reported that as updated contact information comes in, some alternates have been removed from the Roster; she reminded Representatives who have not yet done so to provide updated contact information.
5.Treasurer’s Report: Treasurer Lisa Holly reported that February expenses were routine ($11.67 for the email service) and income was $1920 (from dues). Two members’ dues are currently outstanding; she reminded representatives to submit payment by March 15. Patty Reski noted that written notice should be sent to those delinquent after March 15.
6.Audit Report – Joe Skidmore presented the results of the Audit Committee (Joe, Paul Sullivan and Pat Robles). The Committee reviewed records, targeted/researched a few expenses and found no aberrations. He commended Treasurer Lisa Holly for her outstanding work. He also mentioned that Patty Reski also provided assistance.

9.Committee & Liaison Reports:
a. Planning & Zoning – Bob Marriott mentioned that the Committee is still monitoring the Hilton; they may have installed additional lights that don’t seem to be part of the plan. He reviewed the history of the Hilton project and work by himself, Dave Norton, and Nancy Maple. Bob requested additional people for the P&Z Committee (needs 3-4 more). Work includes taking photos, computer documentation, dealing w/ YC P&Z. Carolyn Fisher reminded us that P&Z Committee members do not need to be Representatives. Representatives should reach out to their constituents. Preston Richardson volunteered to join the Committee.
b. Dark Sky – Dave Norton said he will be submitting a dozen lighting violations to the county, some recent. He explained that the County has not gotten word out to people regarding the new ordinance and encouraged folks with complaints to do so via the Citzenserve website; be sure to include photos. Discussion ensued regarding notifying realtors so that they can inform buyers; AZ does not have a lighting disclosure requirement as part of a sale. Dave will send a notice to the Sedona Verde Valley Association of Realtors.
c. VVTPO – Jeff Swan mentioned the ADOT 5 yr program announcement and public comment period. The ADOT website has a link to submit comments on the 5 yr program; comments are due May 22. There will be a public hearing in Cameron on May 15; Joe Skidmore will attend. Jeff repeated information from last month’s report on this issue and encouraged folks to send comments regarding the I17-179 interchange (I18 exit 298), but that in person presence at ADOT meetings is more effective at keeping the issue alive with ADOT. Jeff will attend a charette on Apr 2 w/ NACOG regarding their transportation study. Discussion ensued as to whether BPC should submit a formal comment; Dave Norton reminded us that BPC has already made a statement/report on Exit 298, and has already provided it to ADOT. Dave will send this report to the EB so that Joe can re-present it at the May 15 meeting.
11.Announcements:
a. Carolyn Fisher reported that the SOCSD has accepted a $10M offer for the Big Park School Property. Buyers are Basil and Mimi Maher who are active supporters of the community; their bid includes maintaining the library and provided community space. The County, BPC and School Board will meet with the buyers at a future date.
b. Carolyn also reported that there will be a Symphony performance on Sunday March 15 at SPAC at 3pm.
c. Joe Skidmore reported that Saturday, Mar 21 is a World Water Day event at Slide Rock. Additional Information
d. Joe also reported that 300k acres on the Mogollon rim are slated for proscribed burns this spring; CNF doesn’t have manpower to do it all but we may be seeing impacts (smoke) in the next few months. Check the CNF website for more information in coming weeks.
e. A request was made that we get a speaker from Big Park Water regarding arsenic levels in their water and customer communication.
f. Paul Sullivan comments that the “EyeonWater” app is useful for home water use tracking, and it notifies you if you have abnormally high usage. Lisa Holly stated the Flume app is similar.
